Is the Turbo Levo or Trek Rail better?
Both are excellent full-power trail e-MTBs with around 150mm of travel. The Rail uses a Bosch motor any e-bike shop can service; the Levo's own motor feels very natural and comes in a lighter SL version too. Pick on motor preference, fit and price.

What should I check buying a used e-MTB?
Battery health above all: ask for the charge cycle count and test every assist mode. Check the motor runs quietly, the pivot bearings for play, and that the frame is crack-free. Run the frame number through a stolen-bike check, as e-MTBs are prime targets.
